The Ministry of Magic is a full fledged bureaucracy! No where in the book does it mention anything about Fudge being voted on as a new leader. It  ever even mentions the public have any say in the appointing of Rufus Scrimgeour once Fudge is fired! This is blasphemy because then these ministers feel no responsibility to the people they govern and have all the power they need to govern. The public not only has no say in who runs the government, but they also have no say in any of the decisions made by the government! In the Half Blood Prince they have a whole chapter dedicated to the English Prime Minister, where Rowling talks about his campaign for election and how any decisions he makes will influence the public, yet the she never mentions the Minister of Magic having any of these worries!
