A bureaucracy is a a governmental structure in which the people have absolutely no say in who does and who doesn't become the next leader of their government! This can lead to many issues for the people because a leader could be appointed with the same values as the few people who appointed him rather than the large majority who he will govern. This could lead to huge issues because this leader could then make decisions that don't correlate with what the people actually need from their government!
