Another huge problem in a bureaucracy is accountability! In England, the Prime Minister not only has to deal with parliament when making decisions, but also the public and how they may react. If a law is passed that the public disagrees with, they can simply not vote for him the next time the Prime Minister is up for election. However in the Minister of Magic has absolutely none of these worries. He has no parliament to deal with and doesnt have to worry at all about re-election! So any decisions and laws he passed really dont have any bearing on himself and his job security.
